I am just curious as to if Neo Nazi music has spread its claws into Drum and Bass.

Of course that song could be seen as a protest song but then again it could equally be seen as a simply as lewd suggestion, i.e. a banner song.

I assume that you are talking about the tune 'Swatika' by Amit - I am not sure as to the reasoning or message behind the tune, I just play it beacuse I like it.
